BUSINESS SOLUTIONS ANALYST We are seeking a skilled Business Solutions Analyst with expertise participating and writing requirements for Request for Proposals for IT solicitations.
Responsibilities: Revise the requirements per feedback from client to create a combined set of mid-level requirements to derive a final set of functional requirements. Populate the traceability matrix with final detail requirements. Prepare “To-Be” process diagrams for key business processes. Prepare a set of Solution Requirements based on the “To-Be” diagrams for client approval. Create sections and template for a formal RFP solicitation following the directions given by client. Complete weekly status reports, identify any changes to project schedule based on weekly status, etc. Sample Deliverables:
Revised mid-level requirements, detailed solution requirements, and traceability matrix per client template.
Prepare user stores that reconcile to project objectives and detailed solution requirements.
Prepare “To-Be” process diagrams for the key business processes.
Prepare Statement of Work and other sections of an RFP as directed by client.
Required Experience/Qualifications: Must have experience with the State of California Project Approval Lifecycle Stage 3 and Stage 4
A Minimum of two (2) years (within the last five (5) years) as state project approval lifecycle (PAL) documentation development including:
Participate in and write requirements for Requests for Proposals
RFO Main Body language and standard contract language
Statement of Work
Attachments
Exhibits
Cost Workbook
Experience working with Departmental Contract Administration staff, Departmental IT Procurement staff and Project Financial Analysis Worksheets
A minimum of four (4) years of progressively complex experience (two (2) of which were in a lead capacity) and intermediate-level skill in:
Participate with and write RFO (Request for Offer) requirements for Information Technology solicitations.
triage and troubleshoot applications.
eliciting and documenting business requirements
project management
A minimum of three (3) years experience using analytical support documentation and automated tools, including:
Business Process documentation (e.g., Use Cases, work-flow diagrams, reference guides, user manuals),
Service Management support applications, and
Business Intelligence analysis applications (writing SQL queries).
A minimum of two (2) years’ experience (within the last five (5) years) as a business analyst. This may include experience in one or more of the following business analysis activities:
application requirements analysis
business process analysis or re-engineering (e.g., supporting conversion and transition to a new application)
application testing, or user training.
